In 2006, Comstock’s asked me to take a comprehensive look at the issue of flood control in the Sacramento Region. The editors wanted to know what kind of economic damage a major flood might cause, what state and local governments were doing to prevent it and, most important, what we should be doing ourselves to mitigate against a flood catastrophe’s impact. The result was this three part series that ran from October through December of 2006.
